Russia may allow in foreign low-cost carriers

Move would bring in foreign LCCs for domestic routes

The Russian government is considering a change to its air code that would allow low-cost carriers from other countries to fly domestic routes. The aim would be to cut rates on domestic destinations and make flights more affordable for greater numbers of Russian people. Proposals on the measure are due by the end of 2012, after which the new rules will be tested on one route or in one region of the country.
Foreign low-cost carriers cannot launch international flights to Russia because bilateral agreements limit the number of Russian and foreign airlines on each route. It remains to be seen whether these rules will be changed too.
