ICAO under pressure to come up with alternative to EU ETS

An alternative proposal on how to tackle pollution from aviation is expected to be on the table by March 2013, several months later than originally suggested. The draft proposal is being created by the International Civil Aviation Organization, which is under pressure to come up with a global alternative to the European Union’s controversial emissions trading scheme for airlines. ICAO’s governing council will meet next week to discuss the idea that “market-based measures” can reduce airlines’ emissions.
“I believe that the turning point will be in March next year, when we will put one option on the table, if all goes well,” Secretary General Raymond Benjamin said. “It depends on the member states.” He was speaking at an event at Toronto Pearson airport where he was preparing to board a special Air Canada flight powered partly by used cooking oil.
